WSTF Scholarship

Introduction and history
In 1965, leaders of the Wisconsin State Telecommunications Association (WSTA) came together to create a scholarship foundation aimed at supporting the continuing education of Wisconsin’s young people. That effort became the Wisconsin State Telecommunications Foundation (WSTF), whose membership consists of companies that are active or associate members of WSTA. The Foundation fulfills its mission by awarding scholarships to deserving students across the state.
Awards
The WSTF provides scholarships to graduating high school seniors in Wisconsin. For 2025, the Foundation announced twenty (20) scholarships worth $1,500 each; among the awards were the $1,500 Bruce Reuber WSTF Memorial Scholarship and five $750 scholarships designated for students planning to attend a technical college.
Eligibility
- Applicants must be members of a graduating high school class in Wisconsin.
- Each application requires endorsement from a participating local exchange telephone company.
- AT&T and CenturyLink do not take part in the WSTF scholarship program. If your local service is provided by AT&T, Frontier Communications, or CenturyLink, you are not eligible to apply.
- While academic performance is considered, it is not the sole determining factor. The scholarship selection prioritizes, in order: (1) a genuine desire to continue education; (2) demonstrated ability to succeed; and (3) financial need.
2026 application — what you will need
To complete the 2026 application you must provide:
- A headshot (photos remain private during the review process and are only viewed if you are chosen as a recipient; they may then be used for promotional purposes).
- High school transcripts that include GPA, class rank, and ACT or SAT scores.
- An essay of 250–500 words addressing these four prompts:
1) What is your primary goal in life?
2) Why did you choose that goal?
3) How do you plan to achieve that goal?
4) Where do you expect to be five years after college?
- A letter of recommendation from a teacher, school counselor, or school administrator. The recommendation should speak to your character, personality, academic qualities, and any other relevant information. During the application process you will be asked to provide your recommender’s first name, last name, and email address so the Foundation can request the letter.
